The 2009 Book of Lists, California’s annual survey of planning topics and trends, has identified a number of ways in which California cities and counties are addressing climate change in local plans and policies.  Of the responding agencies, 37 percent indicated local action are already in effect to reduce greenhouse gas emissions, improve local coordination and planning, or otherwise address the issue.  Some of the methods employed by California cities and counties to date include:

  • Energy Efficiency and Conservation Resolutions
  • Climate Action Plans
  • Sustainable City Plans
  • Sustainability Elements in General Plans
  • Photovoltaic Ordinances
  • Green Building Programs
  • Solar Energy Policies
  • Establishment of Green Building Task Force
  • Green Fleet Resolutions
  • Green Purchasing Policies

Cities and counties are making proactive declarations to deal with this global issue in the only way it will ever be solved – through local action.  There are many creative and innovative ways to balance local needs with larger issues such as climate change.  Solutions can be developed from grassroots initiatives, leadership from elected officials, staff and community group work efforts, and everywhere between.  California’s communities are leading the way in integrating climate change strategies into local plans and policies.  Here’s to continued local successes.
