SB406 would provide funding for local land use planning for regional agencies and local governments to implement Senate Bill 375, which requires a Sustainable Communities Strategy (SCS) in the Regional Transportation Plan (RTP) to reduce greenhouse gas emissions from the use of motor vehicles. Senate Bill 406 (DeSaulnier) would authorize regional councils of government (COGs) and metropolitan planning organizations (MPOs) to impose a $1-2 surcharge on vehicle registration fees in their jurisdictions to pay for the regional land use planning. SB406 is formally supported by the California Association of COGs, the Association of Bay Area Governments (ABAG), the California League of Conservation Voters, and the American Federation of State, County and Municipal Employees.
